CUDO Communication Presents CCTV-Based AI Disaster Response Case at AI Natural Disaster Response Forum, Emphasizing the Importance of Training with Original Data

CUDO Communication Co., Ltd. (CEO Yong-Sik Kim), an AI security solutions specialist, announced that it presented its AI CCTV–based disaster response pilot case at the “AI-Based Natural Disaster Response Activation Forum”, held on the 19th at an urban control center in Gangnam-gu, Seoul.

The forum was organized to discuss ways to enhance disaster response through AI amid increasingly frequent extreme weather events—such as heavy rainfall and heatwaves—driven by climate change and the resulting escalation of natural disaster damage. Hosted by the Ministry of Science and ICT, the event brought together representatives from related ministries including the Ministry of the Interior and Safety and the Ministry of Environment, along with AI disaster response companies such as CUDO Communication and Intellivix, research institutions including the Korea Institute of Civil Engineering and Building Technology, Electronics and Telecommunications Research Institute (ETRI), and the National Disaster Management Research Institute, as well as related agencies such as the National IT Industry Promotion Agency (NIPA) and the National Information Society Agency (NIA). Participants engaged in wide-ranging discussions on AI-based disaster response strategies.

CUDO Communication is currently conducting an AI CCTV deployment and pilot project in collaboration with Bucheon City, after becoming the first company in Korea to receive an ICT Regulatory Sandbox pilot exemption for this initiative. Launched in June this year, the project centers on a framework in which local governments lawfully provide original CCTV footage to private enterprises, enabling AI training and the advancement of intelligent CCTV surveillance models.

Through this approach, the system can enhance precise object recognition and automatic detection capabilities in real disaster scenarios such as landslides and flooding. By applying the upgraded models directly to control centers, risks can be identified at an early stage, and the scale and spread of damage can be predicted and addressed more quickly and accurately. Ultimately, these capabilities help minimize secondary damage and significantly strengthen public safety.

During the panel discussion, public- and private-sector experts emphasized key factors including △ the utilization of high-quality data held by local governments and public institutions, △ expanding real-world applicability of AI systems, △ improving accuracy through continuous operation, and △ the need for institutional support to accelerate adoption in the public sector. These points closely aligned with CUDO Communication’s emphasis on the importance of data-driven AI training.

“As climate change makes disaster patterns more complex and amplifies the scale of damage, AI has become a core technology driving innovation in disaster response systems,” adding, “By building systems capable of predicting and responding to disasters such as landslides and flooding more rapidly and accurately, we aim to protect public safety and contribute to strengthening smart cities and national disaster response capabilities.”

CUDO Communication plans to expand its AI CCTV–centered disaster safety platform across local governments and public institutions through this pilot project, contribute to the establishment of Korea’s AI-based smart city safety infrastructure, and ultimately grow into a global leader in public safety technology through overseas market expansion.
